In Germany, the packaging industry ranks sixth, while China's packaging industry ranks only 16th. Take Jiangsu Province as an example. Although the packaging industry in Jiangsu Province is relatively developed, the output value of the packaging industry ranks third among all provinces, regions and cities in the country, accounting for about 1/6 of the total output value of the packaging industry in the country. However, the output value of Jiangsu's packaging industry accounts for only 2.2% of the total industrial output value of the province, which is far lower than that of the economically developed countries. Now that the China Packaging Technology Association is entrusted by the State Economic and Trade Commission, it is working on the formulation of "Several Opinions on Further Promoting the Development of China's Packaging Industry," which mentions the "Regulations on Commodity Packaging Management" as soon as possible. On this basis, tracking the status and development trend of foreign packaging legislation, combined with the actual situation in China, formulate and implement China's "Packaging Law" and "Packaging Waste Disposal Law." For over-packaging, laws and regulations have to be formulated in the future. First of all, we must clearly govern the purpose of overpackaging. Its purpose is to reduce the burden on consumers and protect the legitimate rights and interests of consumers. Excessive packaging is the result of certain commodity production companies blindly pursuing corporate interests, excessively increasing the added value of goods regardless of social benefits, and the interests of the people. Overpacking, like moon cakes, makes consumers buy moon cakes as buying packages. According to statistics from related departments, the annual cost of moon cake manufacturers in China is as high as RMB 1 billion yuan. Undoubtedly, excessive packaging costs are passed on to consumers. The phenomenon of excessive packaging has been expanded to nutritional products, health foods, etc., so that the people have spent more money, some helplessness, some complaints, and some strong reaction.

The second is to protect the ecological environment and resources. Excessive packaging will undoubtedly consume and consume large amounts of resources and cause some damage to the ecological environment. Take Shanghai as an example.
